ELIGIBILITY
- To be eligible to be a substitute teacher in Sangamon and Menard Counties, a person must have a Bachelor’s Degree and be issued a Substitute Authorization from ROE #51.
- Steps to the issuance of the Substitute Authorization are dependent upon the type of license held by the applicant.

I HOLD A PEL
Complete the following steps to receive your Substitute Authorization:
- Register your PEL in ROE #51 through your ELIS account;
- Provide proof of freedom from communicable diseases from a physician to ROE #51;
- Schedule an appointment for a fingerprint background check with ROE #51. Background checks are $55 (nonrefundable) due at the time of appointment.
You will present your Substitute Authorization to the hiring school district(s). It is your responsibility to contact each school district in which you are interested in working.
I HOLD AN ELS-PARA LICENSE
Complete the following steps to receive your Substitute Authorization:
- Register your ELS-Para in ROE #51 through your ELIS account;
- Provide proof of freedom from communicable diseases from a physician to ROE #51;
- Schedule an appointment for a fingerprint background check with ROE #51; Background checks are $55 (nonrefundable) due at the time of appointment.
- Ensure your transcript showing conferment of a Bachelor’s Degree is on file.
You will present your Substitute Authorization to the hiring school district(s). It is your responsibility to contact each school district in which you are interested in working.
I HOLD A SUBSTITUTE LICENSE
Complete the following steps to receive your Substitute Authorization:
- Register your Substitute License in ROE #51 through your ELIS account;
- Provide proof of freedom from communicable diseases from a physician to ROE #51;
- Schedule an appointment for a fingerprint background check with ROE #51. Background checks are $55 (nonrefundable) due at time of appointment.
You will present your Substitute Authorization to the hiring school district(s). It is your responsibility to contact each school district in which you are interested in working.
I HOLD A SHORT-TERM SUBSTITUTE LICENSE
Complete the following steps to receive your Substitute Authorization:
- Register your Short -Term Substitute License in ROE #51 through your ELIS account;
- Provide proof of freedom from communicable diseases from a physician to ROE #51;
- Schedule an appointment for a fingerprint background check with ROE #51. Background checks are $55 (nonrefundable) due at time of appointment.
- Take an approved substitute training class.
You will present your Substitute Authorization to the hiring school district(s). It is your responsibility to contact each school district in which you are interested in working.
I DO NOT HOLD AN ILLINOIS LICENSE
Complete the following steps to receive your Substitute Authorization
- Create an ELIS account (click here for instructions on creating an account);
- Apply for either a SUB License or an ELS-PARA License, if you have a Bachelor's Degree, or Short-Term Substitute License if holding 60 credit hours, through your ELIS account;
- Provide an official transcript showing conferment of a Bachelor’s Degree or sixty credit hours to ROE #51. Official transcripts must be in a sealed envelope or may be sent electronically from the college/university to Kellie Brewer at kbrewer@roe51.org
- Provide proof of freedom from communicable diseases from a physician to ROE #51.
- Schedule an appointment for a fingerprint background check with ROE #51. Background checks are $55 (nonrefundable) due at time of appointment.
- If applying for a Short-Term Substitute License complete an approved substitute training.
- When your license is issued by the Illinois State Board of Education, you will need to register your license through your ELIS account ($50/ 5-year cycle).
- You will present your Substitute Authorization to the hiring school district(s).
- With your permission, ROE #51 will add your name to our Substitute Teacher Database.
