Licensure Requirements

Licensure for the State of Illinois is processed through the Educator Licensure Information System (ELIS).  You can access ELIS here.  To view all licensure requirements, please visit the State Board of Education’s website

Substitute and Paraprofessional Requirements

If you are seeking a substitute position in Sangamon-Menard County, you must complete the substitute teacher authorization process in addition to earning licensure with the State Board.

Bachelor’s degree from a regionally accredited institution 

ISBE Substitute

Complete the substitute authorization process with ROE 51:

-Fingerprint-background check

-Substitute authorization paperwork

-Provide proof of a recent physical

Substitute License

Actively enrolled in an educator preparation program in Illinois 

90 semester hours of coursework completed as a part of the Illinois educator preparation program

ISBE Substitute

Complete the substitute authorization process with ROE 51:

-Fingerprint-background check

-Substitute authorization paperwork

-Provide proof of a recent physical

Short-Term Substitute License

60 semester hours or an Associate degree from a regionally accredited institution

Complete short-term substitute training

Complete the substitute authorization process with ROE 51:

-Fingerprint-background check

-Substitute authorization paperwork

-Provide proof of a recent physical

Paraprofessional License

One of the following: 

-Associate degree or higher from a regionally accredited institution 

-60 semester hours from a regionally accredited institution

-High school diploma or GED with a score of a 4 on the ACT Work Keys (Workplace Documents & Applied Math)

-High school diploma or GED with a score of a 460 on the ETS Paraprofessional exam
